Council adopted this Central West Focus Area Map on October 24, 2012.

Chapel Hill 2020 is continuing.  While the Town Council passed a Comprehensive Plan in June 2012, the document contains a goals and a vision for the future, but no information on land use.  Land use plan changes will be worked out through community-driven collaborative processes.  The Central West focus area is among the first plan in a series of six areas selected by the Town for evaluation could which could result in zoning changes. The Council approved the Central West process to begin on October 24, 2012 and the process is now winding up with a product.

Over 200 people came out to the October 21 public hearing on the Small Area Plan for Central West. The staff and co chairs presented the proposed plan.  Many speakers supported the Citizen Plan as presenting a realistic path for growth that allows growth respecting school safety, the challenging topography, and the present limited capacity of Estes Drive.  Compare the plans. How did this planning process come about?

  • March – June, 2012   During several 2020 Town Council public hearings, Estes Neighbors presented our views about the need for a comprehensive planing effort and proposed a small area plan.
  • March 21, 2012  Before a Town Council public hearing, Estes Neighbors opposed a rezoning for the corner of Estes Drive and Martin Luther King, Jr Blvd. and advocated for the residential character and safety of the neighborhoods located near Estes Drive, MLK Jr Blvd, and Piney Mountain Road. Given the long range planning underway, we oppose any rezoning requests of applications during this process.
  • June 25th, 2012  The Town Council passed the Comprehensive 2020 Plan and committed at the same meeting to a community-driven planning process for implementation of the plan – the land use discussions.
  • The Town Planning staff announced four community meetings to gather input on putting together the process.  The community recommendations were sent to the Town Council on October 24th, 2012.
  • As required by the Committee’s charge, the committee asks for feedback. The consultant presented several maps on Saturday, May 18, 2013,  9 am – 12:30 pm at the Chapel Hill Public Library. Most community members attending found them too dense for Central West.
  • On September 10, the Town sponsors asks community members for input. Participants were asked to comment on 4 maps, that were difficult to read and all offered fairly high densities and traffic counts. Since the Steering Committee did not allow the Alternate Vision map to be presented, volunteers an outside table volunteers gave out copies of a 5th plan.  Read about it here: Alternative Map and open letter.
